While it's not his worst, it's a far cry from the days of _Above the Law_ or _Out for Justice_ . Steven Seagal, at his peak, was a "tough guy's tough guy" but he was never known for Academy Award-winning performances on the screen. With his growing age and expanding waistline, he's lost the "tough guy" persona (stunt doubles that are half his girth and seen only from the shoulders down are proof throughout this film) and unfortunately Seagal has nothing left to fall back on: **he still can't act** . Most of his "fight scenes" now are done with a firearm, and the few hand-to-hand scenes are not the Aikido guru but a double that can twist and move and bend like Seagal probably hasn't been able to in several years now. This particular outing - filmed completely in Romania - was horribly difficult to follow and was plagued by bad script, bad acting, bad lighting, bad soundtrack, and (one would assume) a bad budget. There was NOTHING memorable about this movie and Seagal should be (he probably isn't, but he SHOULD be) embarrassed at making such tripe. What a shame that he's devolved to the point that no one in Hollywood wants to work with him so he's relegated to foreign studios and low-budget duds like this one.
